Yes.

It would be very easy if you were copying an existing DVD; use DVDShrink to make an ISO and burn the ISO with any decent burning software.

For downloaded videos you need DVD authoring software. I have little experience in this because it used to be a pain in the ass, but as I understand now it's much easier. I haven't tried in years.

Authoring a video DVD playable in common DVD players is more than just burning files onto a DVD...although some DVD players (those made by Apex, for example) can browse files and play a variety of formats as if they were a PC.

Just remembered a nice program for Mike: DVD Flick. It allows you to put multiple movie files onto a DVD and formats it like an actual dvd so you can press the "next chapter" button to skip through files. Its free.

If you just burn the files to the disc, it depends on your player if it will read it or not.
