appears to be rollers for a 55 gallon drum and a pump that mounts to the top of said drum to pump out the oil.

We used to have a similar setup when we would change our own oil in the 18 wheeler. It used so much oil that it was cheaper to buy it by the drum. The wheels make it easy to move since they are so heavy and that pump would have been nice, ours was manual
