Can someone explain this to me? I'm not 100% sure that I understand who did the murdering or why. What I get from it is that, while cops may be imperfect in the US, it's on a whole different level than what one could expect elsewhere.

During that time people protested, rioted, etc. According to the article, the 12 people arrested were part of a specialized team of some sort and they were responsible for unnecessarily killing lots of people during the protests. Now that the government that controlled them is gone, they've been arrested.
