Not a sample because they didn't sample it from PF's recording. Not a cover because they're only using part of it in part of their song. Not sure what you'd call it.
Actually, the portion they used doesn't seem to be exactly covered either, more that it just sounds a lot like a PF song. For a similar example, check this shit: Shooter Jennings - Busted In Baylor County; at 2:08 you hear a couple seconds of a riff from Black Sabbath's "Sweet Leaf" Video page Full screen In live versions he plays 10-30 seconds of the song and sings "All right now!" as Ozzy did. Original: Video page Full screen In this case I'd call it a shout out to Black Sabbath, but what DMB did was more...not sure what to call that.

The beat to that song was sampled from Paid in Full by Eric B & Rakim...seems to be one of the most used samples ever, and I suspect that most people have no idea what it's from.

Not sure what you're getting at...it's pretty obvious that the drum loop in Girl You Know It's True was sampled from Paid In Full, just as it was in Set Adrift On Memory Bliss.

At :12 (and repeated various other times, repeated a lot around 1:40) there is a sample that sounds like "Pk pkypkyptch". What is it from? I've heard it before but I can't remember where. I vaguely think I might have heard it in a Kid Rock song but assumed it was sampled from something else there too.
