That's one of the default options available in vBulletin when posting a new thread (or even a reply to an existing thread, if you're not using the "Quick Reply" box).

I know about the thumbs up icon :roflsquared:, its to the RIGHT of the thread title, not the left and it says Live and has little waves on it, like a wifi indicator or some shit.
